Changes to LMS Procedure Rules

Executive Members approved changes to LMS Procedure Rules at their meeting with the Corporate Director - Children & Young People's Service on 2nd July. Prior to this the changes were considered by the Schools Forum on 20th May. A copy of the revised Rules, together with a summary of the changes is attached. Please note that a revised version of the Budget Management Policy proforma is included as an Appendix to LMS Financial Procedure Rules. If your school is considering a review of its Budget Management Policy please use this as a starting point. Children & Young People's Finance and Veritau will run courses throughout the county on the Rules later in the Autumn Term - details will be circulated shortly.

Fronter Learning Platform - Start of Year 2010

Important information for schools using the Fronter Learning Platform. At the start of each year a process must be carried out in Fronter to ensure that pupils and staff are moved into the correct schools and classes. This is called the ‘Start of Year’ process. It is essential that all schools complete this as soon as possible after the 1st of September. If schools fail to do so, other schools may be adversely affected due to pupils/staff being ‘stuck’ in their old schools.

Name Change for Facilities Management

From the 1st September the Facilities Management Service Unit will be changing its name to Corporate Property Management. This decision has been taken to reflect the increasing emphasis on the management of corporate property at both strategic and operational levels. All the current FM sections will be included in this change ie. Corporate Property Landlord Unit, Corporate Office Accommodation Management, County Print Unit, Grounds Maintenance and Building Cleaning Services. As we make the change over there will inevitably be areas where Facilities Management is mentioned that we have not thought of and so I would be grateful for details of any areas that you notice to enable the change to be made.

Collection of income over the Internet

As you will be aware, Children & Young People’s Finance have, in conjunction with NPG, Schools ICT Services and Veritau, appointed ParentPay as the County Council’s approved contractor for the electronic collection of income (primarily but not exclusively dinner monies). Internal audit have reviewed the controls within the ParentPay system and are satisfied that they are effective. However, we have become aware that some schools have used, or may be considering using, alternative contractors for collecting income electronically. If your school is considering this, please make internal audit aware of your plans so that the effectiveness of controls can be assessed prior to its introduction. Please either email internal.audit@veritau.co.uk or telephone Ian Smithson on 01609-532739, Schools are reminded of the following paragraph in Section 22 of the Schools Finance Manual : “Headteachers and Governing Bodies shall not introduce new, or amend existing, accounting procedures, systems and instructions without consultation with and the prior approval of the Corporate Director – Finance and Central Services.” In practice the consultation should be with audit staff from Veritau. We are also aware of an alternative company called Parent Mail that have approached some schools in North Yorkshire – please note this company is not connected to Parent Pay and if you considering using their services the above guidelines would apply.

The Food for Life Partnership - Training Events

The Food for Life Partnership has organised a couple of training days for school staff on growing at school that are taking place in Ripon on 7th and 14th October. These training events are a great way to engage school staff in starting to grow food at school. The events are suitable for people new to growing and all school staff are welcome to attend. We hope that by training the staff in school to have the skills to grow food and use this throughout the curriculum, school gardens can become a sustainable part of a school's grounds.
